Kuwait housing projects:Minister of State for Municipal Affairs and Minister of State for Housing Affairs, Abdul Latif Al-Mashari, confirmed that the Real Estate Developer Law aims to enhance private sector participation in the housing sector and create opportunities to develop fully integrated residential cities that meet the diverse needs of families.

Speaking during a lecture titled “Kuwait’s Housing Vision Under the Real Estate Developer Law” at the College of Architecture at Kuwait University, Al-Mashari highlighted the importance of understanding housing requirements and offering varied solutions that address the needs of different family segments.

He explained that the Real Estate Developer Law, issued in 2023, was introduced to involve private developers in building residential cities and to help address the ongoing housing crisis. The law reflects a growing recognition that sustainable housing solutions rely not only on financial resources, but also on effective management, private sector engagement, and the integration of urban planning with housing development.

Al-Mashari noted that the law underwent amendments in August 2025 to include new regulations for qualifying developers and facilitating implementation procedures. The law requires developers to provide buyers with complete plans and to obtain official approval for any modifications to a property’s exterior. He also stressed the vital role of architects and urban designers in improving housing solutions, along with the need for community participation to build a housing system that accommodates varied societal needs.

He added that differing housing requirements have led to new approaches and close cooperation with the Public Authority for Housing Welfare to develop areas distinct from previous residential zones. He mentioned that several vertical housing projects are being studied under the real estate developer framework, and that the Sulaibikhat Beach project is also under evaluation, focusing on integrating urban development with housing plans and Kuwait’s reconstruction strategy.

Al-Mashari stated that involving the private sector enables Kuwait to benefit from international expertise, which the country is working to adopt in its future housing projects.

In his remarks during the same lecture, Ahmed Al-Ansari, Director of Investment at the Public Authority for Housing Welfare, emphasized that the Real Estate Developer Law allows the government to shift from the role of direct provider to that of regulator and market facilitator—focusing on strategic planning and oversight, while developers take over the responsibilities of design, financing, construction, operation, maintenance, and sale of housing units.

Al-Ansari explained that developers are fully responsible for project financing and implementation, and that their role continues for many years through post-completion operation and maintenance.

He noted that housing demand has been rising since 1985, prompting the government to work on providing diverse residential cities that meet citizens’ expectations. The Real Estate Developer Law, introduced in 2023, aims to bring the private sector into new housing projects designed to address current and future demands in a comprehensive, modern way.

Al-Ansari encouraged architecture students to participate in this national initiative, which aligns with Kuwait Vision 2035, targeting sustainable development and investment in human capital. He added that several locations—such as Al-Mirqab and Sulaibikhat Beach—are currently under study to determine their suitability for offering high-quality, sea-adjacent housing options for citizens.

He stressed that one key advantage of real estate development is expanding access to housing for a broader population segment while reducing the financial burden on the government.
