Kuwait to Introduce New Freelance Residency Permit Within Two Months

Kuwait is preparing to launch a new “freelance work” residency permit within the next two months as part of a major reform aimed at addressing residency trade violations and strengthening regulation of the labor market.

First Deputy Prime Minister and Minister of Interior Sheikh Fahd Al-Yousef announced the initiative during a discussion session organized by the Public Authority for Manpower with representatives from the private sector. According to the minister, the proposed permit will require government fees ranging between 750 and 1,000 Kuwaiti dinars. The new system is designed to provide individuals with a legitimate way to work independently without relying on questionable company sponsorships or commercial licenses that are often misused for unlawful employment arrangements.

Sheikh Al-Yousef stressed that the government is committed to enforcing labor and residency laws fairly and consistently. He noted that residency trafficking has long been linked to the exploitation of company licenses, some of which were registered under citizens’ names but later used by foreign operators for illegal activities, including financial crimes such as money laundering.

The minister clarified that the government does not oppose employers recruiting necessary workers. However, he emphasized that strict action will be taken against those who violate regulations or allow workers to operate outside approved legal channels. He also revealed that administrative improvements are under review, including the periodic rotation of officials in sensitive positions to reduce potential conflicts of interest.

The freelance residency permit forms part of a broader labor reform strategy aimed at increasing transparency, streamlining business procedures, and safeguarding workers’ rights. Authorities are also continuing efforts to encourage the employment of Kuwaiti citizens in the private sector, an issue expected to be reviewed by the Council of Ministers.

Rabab Al-Osaimi, Director General of the Public Authority for Manpower, confirmed that the authority is advancing its digital transformation strategy. She highlighted ongoing coordination with the Ministry of Interior to improve oversight mechanisms, ensure proper salary payments, automate services, and strengthen inspection processes.

Officials believe that introducing a regulated freelance residency option will modernize flexible work arrangements in Kuwait. By offering a structured legal alternative, authorities hope to reduce illegal labor practices while aligning the system with current labor market demands.

The Interior Minister also highlighted the results of intensified enforcement campaigns carried out by the ministry. In the past year alone, approximately 39,000 foreign nationals were administratively deported for violating residency and labor laws. Additionally, more than 3,000 licenses belonging to non-compliant companies were revoked.

He further disclosed that nine nurseries were closed for breaching regulations, including the unlawful employment of domestic workers and violations of safety standards.

Sheikh Al-Yousef urged commercial license holders to report absentee or non-compliant workers promptly in order to protect themselves from legal liability and preserve their contractual rights.

Meanwhile, Al-Osaimi noted that around 65 percent of the Authority’s transactions are now processed electronically, with nearly 25 million transactions completed last year. She added that artificial intelligence tools are being integrated into the Authority’s website to assist employers, respond to inquiries, and speed up procedures.

She also confirmed that amendments to the labor law are under consideration to reflect evolving market conditions, improve legislative efficiency, and enhance the overall work environment in Kuwait.
