The First Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Yousef, issued Ministerial Decision No. 2249 of 2025 on Sunday, introducing new executive regulations for the residency law governing foreigners. This step comes as part of the Ministry of Interior’s ongoing efforts to modernize and improve the legal framework in line with the requirements of the upcoming phase.
According to a statement from the Ministry, the updated regulations—published in the Official Gazette and set to take effect one month from today—provide a comprehensive framework for all categories of entry visas. These include family, medical, business, and tourist visit visas, in addition to work entry visas for both government and private sectors, domestic worker visas, and study visas.
The Ministry added that new fine schedules have been approved for overstaying visit visas, with penalties determined based on the visa category. The regulations also introduce major updates to residency types, such as investor residency, residency for freelancers and private business owners, and residency for specialized professionals. Additionally, the new rules clarify the regulations governing domestic workers, the permissible number of workers per household, residency conditions for family dependents, and the categories eligible for sponsorship.
The Ministry of Interior urged citizens and residents to follow the detailed awareness materials that will be released in the coming period, explaining the regulations and procedures for each type of visit and residency permit to ensure clarity and full compliance with the law.
