Kuwait Civil Aviation Mandates Full Refunds for Cancelled Tickets Within 15 Working Days

KUWAIT: The General Authority of Civil Aviation (GACA) has issued a circular requiring all airlines, travel agencies, and tourism offices in Kuwait to refund the full value of cancelled travel tickets and reservations within a maximum of 15 working days.

The directive comes in light of the suspension of commercial flights to and from Kuwait International Airport starting February 28, aimed at safeguarding the rights of passengers affected by cancellations.

Official spokesperson Abdullah Al-Rajhi stated that passengers are entitled to a full refund if the ticket has not been used. In cases where part of the ticket has been utilized, the unused portion must be refunded in full—even if the ticket is classified as non-refundable. He emphasized that travelers are not obligated to accept rescheduling, travel vouchers, or credit transfers unless they choose to do so.

The circular also covers refunds for unused hotel bookings and additional travel services such as car rentals, extra baggage, and insurance. Travel companies are required to coordinate with service providers to process refunds or provide proof if a refund cannot be arranged.

The regulation applies to all bookings cancelled or unused from February 28 until the official reopening of Kuwait International Airport, regardless of when the refund request is submitted.

GACA urged all stakeholders to cooperate fully with passengers to ensure timely processing of refunds. It also warned that failure to comply with the circular would result in legal action, including referral to the Complaints and Arbitration Committee under Article 21 of Decree Law No. 31 of 1987 regulating the air transport market in Kuwait.
