Bachelor housing violations Kuwait:he Farwaniya Governorate Municipality has intensified its efforts to curb illegal bachelor housing, forming six mobile field teams to monitor and take action against properties rented to single men across the governorate.
As the municipality continues the demolition of dilapidated and unsafe buildings in Jleeb Al-Shuyoukh following the expiry of the removal deadline, officials have observed the relocation of large numbers of bachelors to nearby residential areas. In response, the head of the Farwaniya Municipality Emergency Team, Mohammad Al-Jalawi, announced the deployment of 12 inspectors, with two inspectors assigned to each area, to proactively identify violations.
Electricity Cut to 21 Violating Properties
Al-Jalawi told Al-Rai that, under direct instructions from the Deputy Director General of the Farwaniya and Mubarak Al-Kabeer Governorates Sector, Engineer Nawaf Al-Kandari, municipal teams coordinated with the Ministry of Electricity, Water and Renewable Energy to disconnect power to 21 properties found to be illegally rented to bachelors—within just 14 days. Additionally, 38 warning notices were issued to other violating properties.
Proactive Monitoring Replaces Complaint-Only System
Previously, the municipality acted mainly on public complaints. Now, the newly formed mobile inspection teams conduct active field monitoring, alongside receiving reports from residents. Once a violation is detected, an official warning is issued, and a copy is forwarded to the Criminal Investigation Department for further action.
Most Affected Areas
According to Al-Jalawi, the majority of recent electricity disconnections occurred in Khaitan, followed by Al-Rabia, Al-Omariya, Al-Andalus, and Al-Firdous.
Strict Conditions for Power Restoration
The municipality follows a firm enforcement process:
- Issue a warning notice
- File violations for illegal bachelor housing, misuse of residential property, and internal structural alterations
- Electricity will not be restored until:
- Bachelors are fully evacuated
- A field inspection confirms compliance
- Required pledges are signed
- All violations are completely removed

To confirm whether bachelors were displaced from Jleeb Al-Shuyoukh, officials verify the residential address on the civil ID card and match it with the actual place of residence.
The Farwaniya Governorate Municipality reaffirmed its commitment to preserving residential areas, enforcing regulations, and ensuring community safety through continuous field inspections and strict legal action.
